It also facilitates the right to opt-out on sites and apps by managing third-party trackers on-page or in-app.

Implementing in Google Tag Manager (GTM for short) may add additional latency before Privacy Manager is displayed. The total amount of latency depends on the amount of tags present in GTM and the set time-outs by yourself and/or vendors.
Yes, the IAB released their final version of the CCPA Compliance Framework on November 18th, 2019. It facilitates programmatic advertising for publisher and ad tech vendors by the use of Limited Service Provider Agreements that enable compliance through the supply chain by requiring certain standards and practices outlined by the CCPA.
We are currently building Privacy Manager support for this Framework, and expect to deploy it in early 2020.
