UK and EU Publisher Recommendations for LiveRamp Privacy and Data Ethics Review
To pass the data ethics review and obtain a placement ID for ATS, you need to make sure your websites fulfil the recommendations in this page. Please note that a data ethics review is a contractual obligation and ATS can only be deployed in the approved geographies as part of your ATS Publishers Statement of Work (“SOW”).

Consent Management Platform Recommendations
Publisher properties, including websites and apps, should have a consent management platform (CMP) that adheres to the IAB Transparency and Consent Framework with the use of TCF v2.
All text in the CMP should be in the local language of the country.
The CMP should be available at all times following the user’s choice, either through an icon or a link on the website’s footer, or a link in the privacy policy.
The first layer of the CMP should:
Have “Reject all” or equivalent option (such as an X button with explanation) to refuse/continue without accepting consent (as per Data Protection Authorities advise in France and Italy).
Make clear that granting consent will cause third parties to use “cookies and similar technologies” or “cookies and similar technologies such as hashed identifiers” and collect data (for apps, it should be clear that granting consent will cause third parties to collect data such as mobile identifiers, online identifiers, personal data, etc.).
Mention categories of third parties and a link full list of third parties where LiveRamp is mentioned.Mention the user’s right to modify preferences at any time by resurfacing the CMP.

The second layer of the CMP should:
Mention categories of third party partners where LiveRamp is listed as a TCF vendor mentioning LiveRamp. The full list of third parties needs to be easily available.
Mentions LiveRamp as a vendor and list TCF purposes 1 to 10, special purposes 1 and 2, and features 1 and 2.
Consent should be collected in accordance with the local data protection authority’s guidance:
via a non-ambiguous, affirmative action (i.e. not by scrolling, clicking through, or otherwise closing the banner).
Allows users specific choice per purpose via a tick box or slider.
No pre-ticked boxes or sliders.
Access to the website or app should not be conditional upon the user granting consent.
No dark pattern or nudge. Consenting should not be easier than refusing.
The use of Cookie/pay walls should refer to the local Data Protection Authority’s guidance.
Privacy/Cookie Policy Recommendation
The CMP should have a link to the privacy policy or cookie policy in which it should:
Be available in the local language of the country;
Specify all user rights (access, rectification, erasure, portability, object, withdraw consent, complain to a DPA);
Include LiveRamp suggested language (or equivalent language)in the Privacy/Cookie Policy (see suggested language below).
Subscription or Registration Process
Publishers who engage with users through subscriptions or registrations should provide information, at the point of data collection (when the user is entering their email address), about the purpose of our partnership or explain targeted advertisement. This is to provide transparency to users about Publisher’s marketing/advertisement.
Provide users with a way to change their preferences easily from that page, either through a link in the website’s footer or through a link to the CMP directly next to the registration or subscription form.
LiveRamp does not process data related to minors. The subscription or registration process should require users to fill in their age or have an equivalent mechanism for age verification that should prevent LiveRamp tags from being fired if the user does not meet the minimum age. Under the GDPR, it is considered data related to minor data if the child is under 16 years of age. However, the minimum age may vary depending on each country:

Policy for Publishers of Health and Medical Information
Liveramp's policy on sensitive health data allows only a narrow configuration of publishers’ health data content to be considered acceptable for ATS deployment in the EU/UK. Examples of such publisher content include::
Websites and apps which offer news or general information related to health and well-being without ever collecting any health information about their users;
Websites and apps which offer content such as news or general information related to health and well-being with express warranties to never collect any health information connected to the personal information of their subscribers.

Privacy Policy Language Recommendation
Your Privacy Policy should include detailed information about your partnership with LiveRamp so users clearly understand how data collected may be used or shared, and also provide them with the opportunity to view LiveRamp’s Privacy Policy and opt-out. Here is language you may add to your Privacy Policy.

If you want to enable ATS in other English-speaking countries on top of the UK, use the recommended language in Universal Privacy Policy Language instead.
"When you browse through our websites or use our mobile applications and when you enter your email address on these (either to log in, or to sign up to a newsletter, or similar) we may share personal or other information that we collect from you, such as your email address (in hashed, pseudonymous form), IP address, your mobile advertising ID or information about your browser or operating system, with our partner LiveRamp, Inc. and its group companies, acting as joint controllers. LiveRamp uses this information to create an online identification code for the purpose of recognising you on your devices.
